Khi cung cấp dịch vụ đăng ký, duy trì tên miền quốc tế xuyên biên giới cho cơ quan, tổ chức, doanh nghiệp, cá nhân tại Việt Nam, tổ chức, doanh nghiệp cung cấp dịch vụ đăng ký, duy trì tên miền xuyên biên giới phải báo cáo về việc cung cấp dịch vụ với Bộ Khoa học và Công nghệ (VNNIC) như sau:

1. Báo cáo cung cấp dịch vụ đăng ký, duy trì tên miền quốc tế xuyên biên giới cho cơ quan, tổ chức, doanh nghiệp, cá nhân tại Việt Nam
1.1. Căn cứ pháp luật:
Căn cứ Điểm a Khoản 6 Điều 12 Nghị định số 147/2024/NĐ-CP ngày 09 tháng 11 năm 2024 của Chính phủ về quản lý, cung cấp, sử dụng dịch vụ internet và thông tin trên mạng, quy định: "Khi cung cấp dịch vụ đăng ký, duy trì tên miền quốc tế xuyên biên giới cho cơ quan, tổ chức, doanh nghiệp, cá nhân tại Việt Nam, tổ chức, doanh nghiệp cung cấp dịch vụ đăng ký, duy trì tên miền xuyên biên giới phải báo cáo về việc cung cấp dịch vụ với Bộ Khoa học và Công nghệ theo Mẫu số 02 tại Phụ lục ban hành kèm theo Nghị định này".
1.2. Hướng dẫn báo cáo:
(i) Chuẩn bị báo cáo theo Biểu Mẫu số 02 tại đây (download).
(ii) Gửi báo cáo về Bộ Khoa học và Công nghệ (VNNIC) qua địa chỉ quanlytenmienquocte@vnnic.vn.
(iii) Bộ Khoa học và Công nghệ (VNNIC) thẩm định và thông báo kết quả; cấp tài khoản để triển khai báo cáo cập nhật danh sách.
(iv) VNNIC cập nhật danh sách tổ chức quốc tế trên Website tại địa chỉ https://thongbaotenmien.vnnic.vn.
(v) Doanh nghiệp tiếp tục theo dõi, báo cáo danh sách cập nhật hàng năm theo hướng dẫn ở mục 2.
2. Báo cáo cập nhật danh sách tên miền
2.1. Căn cứ pháp luật:
Căn cứ Điểm b Khoản 6 Điều 12 Nghị định số 147/2024/NĐ-CP quy định: "Trước ngày 15 tháng 01 hàng năm, tổ chức, doanh nghiệp cung cấp dịch vụ đăng ký, duy trì tên miền xuyên biên giới báo cáo cập nhật danh sách tên miền quốc tế do tổ chức, doanh nghiệp cung cấp cho cơ quan, tổ chức, doanh nghiệp, cá nhân tại Việt Nam năm trước đó. Việc báo cáo thực hiện thông qua môi trường mạng tại địa chỉ thongbaotenmien.vn. 
2.2. Hướng dẫn báo cáo:
(i) Trước ngày 15/01 hàng năm, tổ chức chuẩn bị báo cáo tại https://gtld-report.vnnic.vn.
(ii) Gửi danh sách tới địa chỉ thư điện tử quanlytenmienquocte@vnnic.vn.
(iii) VNNIC tiếp nhận và xử lý báo cáo.
(iv) Thông báo kết quả cho tổ chức qua thư điện tử.

When providing cross-border international domain name registration and maintenance services to agencies, organizations, enterprises, and individuals in Viet Nam, organizations and enterprises providing such services shall report their service provision to the Ministry of Science and Technology (VNNIC) as follows:

1. Report on the Provision of Cross-Border International Domain Name Registration and Maintenance Services for Agencies, Organizations, Enterprises, and Individuals in Viet Nam
1.1. Pursuant to the Law:
Pursuant to Point a, Clause 6, Article 12 of Decree No. 147/2024/ND-CP dated 09 November 2024 of the Government on the management, provision, and use of internet services and online information, it is stipulated that:
“When providing cross-border international domain name registration and maintenance services to agencies, organizations, enterprises, and individuals in Viet Nam, organizations and enterprises offering such services are required to submit a report on their service provision to the Ministry of Science and Technology, using Form No. 02 enclosed with this Decree.”
1.2. Reporting Guidelines:
(i) Prepare the report in accordance with Form No. 02 (download).
(ii) Submit the report to the Ministry of Science and Technology (VNNIC) via the email address: quanlytenmienquocte@vnnic.vn.
(iii) The Ministry of Science and Technology (VNNIC) shall review and notify the results, and issue an account for the submission of reports and updating of the list.
(iv) VNNIC updates the list of international organizations and enterprises on its website at https://thongbaotenmien.vnnic.vn.
(v) Enterprises shall continue to monitor and submit the annual updated list in accordance with the instructions provided in Section 2.
2. Report on the Updated List of Domain Names
2.1 Pursuant to the Law:
Pursuant to Point b, Clause 6, Article 12 of Decree No. 147/2024/ND-CP, which stipulates:“Before 15 January each year, organizations and enterprises providing cross-border domain name registration and maintenance services shall submit a report updating the list of international domain names that they have provided to agencies, organizations, enterprises, and individuals in Viet Nam during the preceding year. The report shall be submitted online via the website thongbaotenmien.vn”.
2.2. Reporting Guidelines:
(i) Before 15 January each year, organizations shall prepare and submit the report through the online reporting system at https://gtld-report.vnnic.vn.
(ii) Send the list to the email address: quanlytenmienquocte@vnnic.vn.
(iii) VNNIC receives and processes the report.
(iv) Notify the organization of the results via email.
